Fair representation is a system of labor relations in which employee organizations bargain over wages, hours, and other words and conditions of employment with more than one employer on behalf of a specified group or category of employees. It can contrast with collective bargaining, where the employer and an exclusive union representative engage directly in negotiations over wages, hours, and other terms of employment. Fair representation refers to the parties with whom representatives bargain on behalf of the employees.
