An obligor is a legally liable person for the payment of debt. In human resource management, an obligor is a person who owes money to another. Obligors typically have other roles in business transactions and cannot always pay as agreed upon. They may have accounts receivable that go unpaid. Many businesses use business intelligence software to track all payments to hold obligors liable.
