Most of them miss, because activities are attempts to produce engagement, not causes of it. The causes are the conditions people work in every day. According to Gallup’s 2026 State of the Global Workplace report, only about 20% of employees worldwide were engaged in 2025, and Gallup estimates that low engagement cost the global economy roughly $10 trillion, around 9% of global GDP. Best-practice organizations reach about 70%. The gap between those numbers is explained less by perks than by the key drivers of employee engagement.

This guide sets out eight employee engagement drivers, what the evidence says about each, and a way to work out which ones are weakest in your own organization.

Drivers versus activities

Employee engagement drivers are conditions, not events. A driver is a condition that makes engagement more or less likely. An activity is something you do in the hope that it creates engagement. Pizza Fridays and team games are activities: they can be pleasant and still change nothing, because they leave the underlying conditions alone. A useful test is whether an initiative changes what an ordinary Tuesday feels like. Drivers do. Activities usually do not.

Engagement is not the same as satisfaction

Satisfaction describes how content someone is. Engagement describes how committed they are to the work and the organization, including the discretionary effort they put in. A person can be satisfied with a comfortable role and still be disengaged, and a demanding job can be highly engaging. These drivers therefore differ from the factors that simply keep people content, which is why a pay rise or a new perk can lift satisfaction scores without moving engagement.

The key drivers of employee engagement, in rough order of leverage

1.The direct manager: This is the largest single lever. Gallup finds that managers account for at least 70% of the variance in team engagement, and employees led by highly engaged managers are 59% more likely to be engaged than those led by actively disengaged managers. The warning is in the same research: manager engagement has fallen sharply since 2022, with its largest one-year drop between 2024 and 2025, so the engagement premium managers once had has all but vanished. In practice, the one-to-one, the quality of feedback, and whether the manager protects focus time matter more than any company-wide campaign.

2.Clear expectations: People cannot commit to a target they cannot see. Clear expectations sit at the start of Gallup’s Q12 framework, yet research consistently finds that most employees review their goals with their manager only once a year or less. Clarity also protects fairness: when targets are vague, ratings drift toward whoever the manager sees most.

3.Meaningful work and connection to purpose: Employees engage more when they can trace their work to a customer, a result, or a mission. Gallup’s Q12 includes connection to organizational purpose for exactly this reason. The practical version is not a mission statement. It is a manager who can say who benefited from the team’s work this month.

4.Growth and development: Opportunities to use strengths, and support to build new ones, are core Q12 conditions. When people cannot see where they are going next, they start looking elsewhere. Growth does not always mean promotion; stretch projects, rotations, and protected learning time all count.

5.Recognition: Employee recognition works when it is specific, timely, and tied to something the person actually did. It also has to reach everyone: in hybrid teams, proximity bias means people who are visible in the office tend to be noticed more. Peer-to-peer recognition adds reach that top-down praise cannot, because peers see work that managers miss.

6.Trust, voice, and belonging: Gallup’s Q12 asks whether opinions count at work, and the answer depends on what happens after people speak. An engagement survey that produces no visible change teaches employees that their input is decoration. Belonging belongs here too: people engage when they believe they can raise a concern or an idea without penalty.

7.Fairness in pay and decisions: Pay works mostly as a floor: unfair pay reliably disengages people, while above-market pay rarely engages them on its own. Fairness extends beyond salary to ratings, promotions, and workload. Employees who get quarterly progress check-ins are far more likely to see their performance process as fair and transparent.

8.Flexibility and wellbeing: Control over when and where work happens, and a workload that does not burn people out, are increasingly treated as baseline expectations rather than perks. Where the work allows it, consistent and explicit flexibility rules matter more than generous but arbitrary ones.

Read more: Tackling bias and building trust in performance management

Which drivers to fix first

The drivers differ in speed as well as cost. Start with the three employee engagement drivers that cost the least and move the most: manager routines, clear goals, and specific employee recognition. A regular one-to-one, goals reviewed every quarter, and a habit of naming good work take little budget. Growth paths and pay fairness are structural and slower, so they come second. Resist the urge to buy a tool before you know which driver is failing. A useful rule of thumb is to fix one driver at a time and measure it after a quarter before moving on, because changing everything at once makes it impossible to tell what worked.

Also read: Employee engagement strategies that actually work

How employee engagement drivers weigh differently by workforce

These drivers do not weigh equally for every workforce.

Frontline and shift-based teams: predictable schedules, respectful supervisors, and visible employee recognition usually outweigh development programs.

Office-based knowledge workers: growth, autonomy, and the quality of the manager relationship tend to dominate.

Remote and hybrid teams: communication, visibility, and connection carry extra weight because the informal channels that did this work in an office are gone.

These are working patterns from practice, not fixed rules, so test them against your own data.

Explore: Meaningful employee engagement for a hybrid workforce

Two teams, one company

Consider an illustrative company with two customer-support teams doing the same work.
