The statutory EPF wage ceiling in India moves from ₹15,000 to ₹25,000 per month. The Cabinet cleared the proposal on 16 September, and the Gazette notification followed a day later. It is the first revision since September 2014, and more than 51 lakh additional employees across India are expected to come under the provident fund net.

For employers in India, the headline matters less than the calendar. The September electronic challan cum return (ECR) filed with EPFO is the first filing that has to reflect the new EPF wage ceiling. EPFO has extended its due date to 31 October 2026, from the original 15 October, and that extension covers only the September wage month. October contributions remain due on 15 November 2026. This guide explains what changed, who is affected, what it will cost, and how to prepare in the days that remain. It applies to employees covered by the Indian EPF scheme. Payroll rules in other countries are not affected.

What the Indian notification changes

Gazette Notification S.O. 5109(E) exercises the power in clause (89) of section 2 of India’s Code on Social Security, 2020, to set a new wage ceiling for Chapter III, which governs the provident fund. It notifies the new threshold, rather than redefining the term. It supersedes the earlier notification S.O. 2702(E) dated 29 May 2026 and takes effect from 17 September 2026. The EPF wage ceiling is now ₹25,000 of monthly PF wages, up from ₹15,000, where PF wages follow the definition in section 2(88) of the Code, which includes the rule treating wages as at least 50% of total remuneration and so is broader than basic pay plus DA alone. Only Chapter III moved. The ESI wage ceiling is unchanged.

This notification changes only the ceiling, not the contribution structure. Contribution rates stay at 12% for the employee and 12% for the employer. For members in the pension scheme, the employer share splits into 3.67% towards the provident fund and 8.33% towards the pension scheme. For members outside the pension scheme, the full employer 12% goes to the provident fund, and a reduced rate of 10% still applies to the specific classes of establishment the Code lists, so confirm which rate applies to you. What changes is the wage base those percentages apply to. The scheme’s own rules were separately recast when the EPF Scheme, 2026 replaced the 1952 scheme on 29 June 2026, but that is a different change and not part of this ceiling revision. Every other calculation in your payroll, from take-home to the monthly challan, flows from that base, which is why the EPF wage ceiling is the first parameter to update.

The revision also ends a long gap. The old limit stayed untouched for twelve years while salaries, minimum wages and living costs rose. Many employers had quietly stopped treating the EPF wage ceiling as a live number, so this change is more of a reset than a routine update.

The change is easiest to see September itself is a split month. EPFO requires the September contribution to be computed in two parts: wages up to 16 September on the old ₹15,000 ceiling, and wages from 17 September on the new ₹25,000 ceiling. For this employee, that gives September PF wages of ₹18,266.67, which is made up of ₹8,000 for the first part of the month and ₹10,266.67 for the second. A team of 400 such employees at an average gap of ₹5,000 adds roughly ₹2.4 lakh a month in employer EPF, and once EDLI at 0.5% and administration at 0.5% are added, the figure is closer to ₹2.6 lakh a month, or about ₹31.2 lakh a year. That model only capped staff moving to a higher base. Employees who were previously excluded add the full rate on their whole wage, so the real figure is higher. It deserves a line in the budget rather than a surprise in the October close.

A separate scheme can offset part of the cost. PMVBRY, the Pradhan Mantri Viksit Bharat Rozgar Yojana, came into effect on 1 August 2025, and EPFO’s FAQ points to it as a partial offset rather than something introduced alongside this revision. It does not pay a flat amount per new hire. An employer qualifies by generating additional employment over a baseline, with a minimum of 2 or 5 additional employees depending on the size of that baseline, and the incentive ranges from ₹1,000 to ₹3,000 a month by wage slab for 2 years, or 4 years for manufacturing. Because it rewards net new hiring, it is unlikely to offset this revision’s main cost driver, which is existing staff moving to a higher base. Ask finance to confirm eligibility before building any offset into the budget.

One caution on cost-to-company structures. EPFO’s FAQ is explicit that the employer’s statutory contribution cannot be turned into an employee deduction simply by describing it as part of CTC, and that an employee’s statutory wages should not be reduced in a way that is contrary to law. So absorbing the increase inside a fixed CTC is not a free choice. If you are considering it, have the wording reviewed legally first, because getting it wrong affects both the payslip and your exposure. Whichever route you take, settle it before communicating anything to employees.

What it means for employees

Employees in India will feel the new EPF wage ceiling first in the payslip and later in the passbook.

How much take-home falls depends on the employee’s starting point. A member who was already contributing but capped at ₹15,000 sees a deduction rise of up to ₹1,200 a month, because 12% of an extra ₹10,000 is ₹1,200. An employee who was previously excluded and is newly covered had no deduction before, so their new deduction is up to ₹3,000 a month, which is 12% of ₹25,000. The newly covered group feels the largest change, and they are the ones most likely to query the payslip.

The upside is real, though. A larger EPF contribution builds a larger retirement corpus, earning the declared interest rate of 8.25%. Members can withdraw up to 75% of their balance when needed, and claims up to ₹5 lakh are now auto-settled within 3 days under CITES. Employees who see a smaller payslip this month will react better to a short note explaining where the money went.

Common mistakes to avoid

The first filing after a threshold change is where most errors happen. It touches the wage base, the employer cost, the employee payslip, and the September filing now due on 31 October. The Indian employers who handle it well will be the ones who identify affected employees early, settle the CTC question, and explain the change before payslips go out. Mid-sized teams that start now can make the 31 October filing without stress, and the same groundwork will make every later EPFO wage ceiling revision easier to absorb.

If your team is running these updates across spreadsheets, a payroll platform that applies statutory changes inside the engine makes the next revision far less painful.

Akrivia HCM supports India payroll with PF compliance built in, alongside payroll across the UAE, Malaysia, Singapore, Indonesia, and the wider GCC and Southeast Asia.

Explore Akrivia HCM’s payroll capabilities and book your free demo to see how it works for your headcount.

FAQs

Does the new ceiling apply to September wages?
Yes, from 17 September 2026.
